Persidangan 1st Malaysian Conference on Rehabilitation

Persidangan ini diadakan pada 5 sehingga 7 September 2006; bertempat di Pusat Latihan Perindustrian dan Pemulihan Bangi. Tempat ini dipilih sebagai satu langkah untuk memperkenalkan pusat pemulihan ini kepada golongan orang kurang upaya dan juga kepada mereka yang terlibat dalam pemulihan orang kurang upaya.

Persidangan ini merupakan kesinambungan usaha pihak Majlis bagi orang kurang upaya, iaitu dengan cara untuk mengenal-pasti keperluan pemulihan golongan kurang upaya terutamanya di peringkat pembuatan dasar, sekaligus membentuk peluang kepada badan sukarela, golongan kurang upaya dan golongan professional bagi melihat semula dasar dan program yang telah dijalankan dan kemudiannya mengemukakan idea bagi peningkatan kualiti dan pembangunan program tersebut agar menjadi lebih efektif.

Tema persidangan ini ialah ‘Inter-Sectoral Collaboration for Rehabilitation’; yang mana selari dengan senario usaha pemulihan orang kurang upaya di Malaysia yang mana melibatkan usaha kolektif di antara pelbagai pihak.

Sub-tema pula adalah berasaskan bidang teras pemulihan iaitu :-

a. Perubatan/Kesihatan
b. Sosial
c. Pendidikan
d. Pekerjaan

Objektif persidangan ini adalah :-

a. Untuk membincangkan usaha-usaha pemulihan yang dijalankan di Malaysia.
b. Untuk merangka satu strategi baru agar usaha pemulihan yang dijalankan menjadi lebih berdaya-maju

Y. Bhg Dato’ Faizah Mohd. TahirPlease allow me to recite the resolutions that have been formulated after 2 ½ days of deliberations. After listening to many outstanding papers through the plenary session, concurrent sessions, forum and panel discussion, there were substantial amount of discussions on many issues. The attendance at this 1st Malaysian Conference on Rehabilitation is so overwhelming and the participants are highly motivated, high spirited and forceful in bringing forth all the issues on disability with the aim to increase the productivity and quality of life of persons with disability to live a satisfying life alongside the non-disabled persons.

We hereby declare the following resolutions.
1. We intend to accelerate the implementation of the Biwako Millenion Framework for action towards an inclusive, barrier-free and rights-based society for persons with disabilities in Asia and the Pacific.

The priority areas for action are to :-

• Strengthen the support and enhancing advocacy of self-help organizations of persons with disabilities and related family and parents association by increasing the inter-sectoral collaboration among governmental and non-governmental organisations.
• Develop more community based centers under the supervision of Ministry of Health and Ministry of Women, Family and Community Development for early detection, early intervention and education throughout the nation for the benefit of all sectors
• Put great emphasis on an access to built environments, new buildings and better public transport for persons with disabilities
• Enhance accessibility to information and communication, including information, communications and assistive technologies

2. We plead with great urgency the implementation of THE DISABILITY ACT whereby many issues on disabilities be it physical or psychosocial, can be ironed out for a greater integration of persons with disabilities and non-disabled persons.

We believe that with the strength of ALL OF US in this conference and with great leadership from the Malaysian Council for Rehabilitation and the collaborators, Kementerian Pembangunan Wanita, Keluarga dan Masyarakat, Jabatan Kebajikan Masyarakat Malaysia, Yayasan Kebajikan Negara and Majlis Kebajikan dan Pembangunan Masyarakat Kebangsaan Malaysia.

We hope to work diligently with all sectors for the UNIFICATION OF VOICES to make our dreams come true that is the TOTAL INTEGRATION OF ALL PERSONS WITH DISABILITIES AND NON-DISABLED PERSONS.
