1. Growing Rehabilitation Opportunities via Web’ (GROW) Project
GROW is a pilot project under DAGS (Demonstrator Application Grant Scheme) to develop an ICT (information communication technology) machinery, for bridging the social digital divide, built on the critical components of contents, community participation and ICT connectivity.
ICT is used as the media channel to provide the basic lifeline support to grow rehabilitation opportunities for the persons with disabilities – the intelligent contents and delivery of which is based on the WHO (World Health Organization) strategy
The Malaysian Council for Rehabilitation (MCR) has proposed the development of replicate-able community based rehabilitation model to equalize rehabilitation opportunities for disabled persons within the community, namely: in Growing Rehabilitation Opportunities via Web, using the GROW portal as the primary engine for information dissemination of the rehabilitation resources.
Under the project agreement (DAGS/209/66) the MCR, as the promoter, plays the key role in identifying and coordinating the specific IT (information technology) and medical/rehabilitation professionals inputs for info-structure and intellectual contents development; and mobilizing community participation through community partners, for impact study, under an independent quality assurance party for impact study.
The main collaborators in this pilot are :-
- IT partners : TM Net Sdn. Bhd, and Ad Hoc multimedia professionals
- Intellectual contents partners: Full time occupational therapist & Ad Hoc medical/rehab. professionals
- Community partners : Selangor Cheshire Home, 5 PDKS at Selayang, Rawang, Sri Kundang, KAMII (Gombak Tengah) and Hulu Kelang (all from Gombak district)
- Impact study partners : Socio-Economic & Environment Research Institute
The projected immediate tangible benefits are :-
- For the community partners – individual ownership of a computer lab installed with 2 PCs with internet connectivity
- For the Gombak community – IT literacy and disabilities knowledge improvement for the 704 participants in the impact study
- For the IT partners – a gain in insight on disabilities management issues
- For the promoter – ownership of an ICT portal (including a computer lab with 4 PCs installed with TM Net streamyx modem) that has been pioneered as an innovative machinery to address disabilities issues. But, however, MCR has the social responsibility to sustain the portal and bring it to greater heights.
This pilot is for a period of 12 months (1st October 2003 – 30th September 2004).
The contents in this pilot project is focused on Early Intervention measures, tailored to the developmental needs of a children, aged 0 to below 7 years of age, with disabilities resulting in neuro-muscular-skeletal difficulties which hamper the normal ability and capability to perform their functional life-stage roles. The technical contents are translated into simple steps with IT-illustrated tasks to enhance the disabilities management skills of the parents, caregivers, and the community at large, in effectively providing the sustaining rehabilitation opportunities to stimulate the development of the full potential of the disabled children.
2. CBR-TOT Skills Enhancement
Kursus ini adalah kursus pengukuhan penggunaan buku Garis Panduan Pemulihan OKU Dalam Komuniti; bertujuan untuk memantapkan lagi pengetahuan pekerja-pekerja PDK yang telah mengikuti sirkit kursus Training of Trainers.
Cik Suriani Hashim dan Ms. Eugenie Tan telah mengendalikan kursus ini dengan menggunakan buku ‘Training In Community for People With Disabilities: Guide for Local Supervisors’ terbitan World Health Organization.
Kursus ini diadakan di :-
i. 1 – 3 April 2004 – bertempat di Institut Sosial Malaysia, Sungai Besi, Kuala Lumpur untuk peserta kebangsaan
ii. 8 – 10 April 2004 – bertempat di Institut Sosial Malaysia, Sungai Besi, Kuala Lumpur untuk peserta Zon Utara
iii. 12 – 14 April 2004 – bertempat di Institut Sosial Malaysia, Sungai Besi, Kuala Lumpur untuk peserta zon Pantai Timur
iv. 15 – 17 April 2004 – bertempat di Institut Sosial Malaysia, Sungai Besi, Kuala Lumpur untuk peserta zon Selatan
v. 12 – 14 Jun 2004 – bertempat di Sutera Inn Hotel, Kota Bharu bagi guru PDK Negeri Kelantan yang tidak dapat menghadiri kursus yang sama bagi zon Pantai Timur yang diadakan di Kuala Lumpur. Guru-guru PDK dari zon Kebangsaan, Utara dan Selatan yang gagal menghadiri kursus yang sama juga diminta untuk menghadirinya sekali lagi.
vi. 28 – 29 Disember 2004 – bertempat di Regency Rajah Court Hotel untuk pekerja PDK bagi kawasan negeri Sarawak
3. Sirkit Kedua Kursus Training of Trainers
Kursus penggunaan buku ‘Garis-Panduan Pemulihan OKU Dalam Komuniti’ untuk guru-guru PDK telah diadakan pada :-
i. 14 – 18 Mei 2004 – untuk guru-guru PDK Negeri Selangor
ii. 22 – 26 Jun 2004 – untuk guru-guru PDK Negeri Kelantan.
Kursus ini juga bertujuan untuk mendapatkan maklum-balas prestasi guru-guru PDK yang telah menghadiri kursus sirkit pertama.
4. Kesedaran dan Bantuan Pencegahan Jenayah Seksual
Seminar ini diadakan bertempat di AnCasa Resorts All Suites, Port Dickson, Negeri Sembilan pada 17 – 19hb Disember 2004. Seminar ini merupakan anjuran bersama Majlis Pemulihan Malaysia bersama dengan Majlis Kebajikan Masyarakat Negeri Sembilan dan Persatuan Wanita Prihatin Negeri Sembilan serta mendapat tajaan daripada Philip Morris (M) Sdn. Bhd.
Matlamat seminar ini ialah untuk memberi pengetahuan dan kefahaman dan seterusnya membentuk kesedaran umum tentang jenayah seksual yang berlaku terhadap wanita dan juga hak-hak wanita. Dengan adanya kesedaran ini, diharapkan akan wujud satu masyarakat yang bebas daripada sebarang bentuk keganasan dan penindasan terhadap wanita, setidak-tidaknya di dalam lingkungan keluarga.
Seminar ini juga adalah untuk membolehkan peserta memahami bentuk keganasan yang boleh berlaku terhadap wanita dan mengetahui cara-cara menghadapi masalah ini; seterusnya dapat memberikan pertolongan kepada wanita-wanita lain yang menjadi mangsa dan kemudiannya dapat menyalurkan maklumat dan membentuk kesedaran kepada wanita-wanita lain secara khasnya dan kepada masyarakat sekitar umumnya.
